Each player is permitted to hold only one account on 23 phdream. We accept deposits via GCash, Maya, major Philippine bank transfers including BDO, BPI, and UnionBank, and selected over-the-counter remittance channels. You are responsible for ensuring that the details of your bet — including the selection, stake amount, and market — are correct before submitting. In the event of a technical error that results in a bet being accepted at an incorrect price or on an unavailable market, 23 phdream reserves the right to void the affected bet and return the stake to your account balance. Minimum and maximum stake limits apply per bet and per market, and these limits may be adjusted at any time without prior notice. Live in-play bets are subject to additional rules regarding settlement timing, and any bets placed after an event has concluded will be voided regardless of the displayed odds at the time of placement. For casino-style games, the rules of each individual game govern the outcome, and any dispute must be raised within 72 hours of the relevant game session.
You agree not to use 23 phdream for any unlawful purpose or in any manner that could damage, disable, or impair the platform or interfere with other players' use of the service. The following activities are strictly prohibited and will result in immediate account suspension and forfeiture of balances: using automated software, bots, or scripts to place bets or interact with the platform; exploiting software bugs or errors to gain an unfair advantage; colluding with other players to manipulate the outcome of any game or market; using the platform to launder money or conduct any other financial crime; and providing false information during registration or verification. Any attempt to circumvent our security systems, access another player's account, or reverse-engineer any part of the platform is a serious violation of these Terms and may be reported to the relevant Philippine authorities. We monitor all account activity and reserve the right to investigate any behaviour that we reasonably believe constitutes a breach of these rules.
23 phdream reserves the right to suspend, restrict, or permanently close any account at our sole discretion, with or without prior notice, if we have reasonable grounds to believe that a player has violated these Terms and Conditions. In cases of suspected fraud, money laundering, or other serious breaches, we may freeze account funds pending investigation and cooperate fully with Philippine law enforcement agencies as required. If your account is closed due to a breach of these Terms, any balance remaining in the account may be forfeited. You may also choose to close your own account at any time by contacting our support team — any verified balance at the time of voluntary closure will be returned to you via your registered payment method after standard processing checks are completed. Players who have self-excluded through our Responsible Gaming tools may not open a new account during the self-exclusion period, and any attempt to do so will result in the new account being closed immediately.
23 phdream provides its platform on an "as is" and "as available" basis. While we make every reasonable effort to ensure that the platform is available 24 hours a day, we do not guarantee uninterrupted access and accept no liability for losses arising from downtime, technical failures, or interruptions caused by factors outside our reasonable control, including network outages, third-party payment processor delays, or force majeure events. To the maximum extent permitted by applicable Philippine law, our total liability to you for any claim arising out of or in connection with your use of the platform shall not exceed the total amount deposited by you in the 30 days preceding the event giving rise to the claim.
